ilary Holt LoCicero is a partner of BLL.  Ms. LoCicero focuses her practice on the representation of individuals and companies in white collar defense and

investigations matters. Drawing on more than a decade of experience practicing in the white collar groups of two AmLaw 10 firms, Ms. LoCicero combines her deep knowledge of government and internal investigations with a drive to reach the best solutions for her clients based on their unique business and legal needs.

Ms. LoCicero represents clients in connection with investigations and actions by the United States Department of Justice, United States Attorney’s Offices throughout the country, and the United States Securities & Exchange Commission.  She has represented clients in connection with health care fraud, antitrust, procurement and government contracting fraud, tax fraud, accounting fraud, election fraud, and campaign finance matters.  She regularly advises clients regarding the Foreign Corrupt Practices Act, Bank Secrecy Act, sanctions laws, and commerce and trade regulations. Ms. LoCicero also represents clients in parallel proceedings including those related to allegations of professional misconduct, suspension and debarment, and criminal and civil forfeiture.  Ms. LoCicero’s experience in these areas extends to compliance issues such as due diligence in connection with business transactions, ongoing ethics and compliance counseling, independent investigations on behalf of companies and their Boards of Directors, and assistance with post-resolution compliance. Ms. LoCicero maintains a robust appellate practice, representing clients in criminal appeals in federal courts and state supreme courts.

Ms. LoCicero earned her Bachelor’s degree, cum laude, from Newcomb College of Tulane University in 2000.  She graduated from Tulane Law School, magna cum laude and Order of the Coif, in 2003.  Prior to entering private practice, Ms. LoCicero clerked for Judge Mary Milloy of the United States District Court for the Southern District of Texas and Judge Lynn Bush of the United States Court of Federal Claims.  She is a member of the District of Columbia and Texas State Bars.

Representative Matters














Served as lead trial counsel in the defense of a prominent cardiologist charged with health care fraud and false statements, achieving an acquittal on one charge and dismissal of all other charges.

Argued an appeal to the U.S. Court of Appeals for the Sixth Circuit that resulted in vacating of conviction and grant of new trial based on a violation of Brady v.  Maryland.
Argued an appeal to a panel of the Montana Supreme Court that resulted in a substantial sentence reduction.
Was a key member of the trial team that successfully defended a prominent lawyer acquitted of conspiracy and tax evasion charges.

Represented a procurement officer faced with allegations of government contracting fraud and civil and criminal false claims, resulting in declination of prosecution.
Represented a chief executive officer of a government contracting company charged with conspiracy to defraud the United States and tax fraud.
Represented a former chief executive officer of a Wall Street investment company in connection with investigations and litigation by the SEC.
Represented a company charged with violation of the FCPA and conspiracy to violate the FCPA.
Represented a government contractor facing allegations of violations of the sanctions laws and federal acquisition regulations.
Represented the general counsel of an international corporation in connection with allegations of violations of the FCPA and sanctions laws.
Represented a federal appointee in connection with a high-profile professional misconduct proceeding.

Conducted internal investigations of behalf of international and domestic corporations on a wide range of topics including insurance fraud, antitrust violations, trade violations, and procurement fraud.
Represented individuals before state bar associations and state medical boards.
